Citadel Credit Union has announced a settlement with the Department of Justice. While we respectfully disagree with the allegations regarding our lending practices, we view this settlement as a vital opportunity to enhance our commitment to fairness, equality, and proactive community engagement.

It is important to understand that the settlement arises not from intentional actions but due to the unintended consequences of our digital journey which impacted the availability of services in certain areas of our region. Citadel emphasizes that this was an issue of what was "not done" rather than deliberate misconduct.
Citadel has grown its member base rapidly and during this growth, the lending model for the entire industry changed. Digital evolution saw customers turn to smartphones and apps to shop, to bank and to conduct business. The pandemic accelerated this trend. We changed with the times and were flexible and adaptive to meet our members' needs, which resulted in fewer branches being opened than previously planned.
This growth trajectory was unintentionally in conflict with our 2006 charter expansion that had promised branches in Philadelphia. Without these branches, we did not generate the number of inbound mortgage applications from majority Black and Hispanic census tracts in Philadelphia that would balance our portfolio and demonstrate our commitment to the entire market.
As we move forward collectively, your trust and support mean everything to us. You can continue to expect the same great products and services from our dedicated team members.
Our members and expanding our services to more members across more neighborhoods are our top priorities and that will not change. As a not-for-profit, we exist in service to our members.

Citadel Home Help Program
Citadel Credit Union is preparing to launch an exciting new initiative, The Citadel Home Help Program. The program is designed to provide affordable mortgage products for prospective homebuyers in low-to-moderate-income (LMI) census tracts. This program aims to make homeownership more accessible as part of our commitment to our enhanced Citadel Cares pillars:
- Financial Literacy – focused on supporting financial education programs throughout our charter area.
- Education – focused on partnering with programs who prepare students to thrive in the classroom.
- Community & Economic Development – focused on strengthening the economic vitality in the regions through programs that support homeownership & housing, veteran, women and minority owned businesses.
- Health & Wellness – focused on partnering with organizations that provide access to quality food and medical care for those in need.
